• Establishes definitions for hemp products including broad spectrum, full spectrum, isolate, hemp commodities, and hemp extracts, with tetrahydrocannabinol (THC) limits to be determined by the Agriculture Commissioner.

• Prohibits licensees from chemically modifying hemp extracts or converting cannabidiol into delta-8, delta-9, delta-10 tetrahydrocannabinol, or other THC isomers, analogs, or derivatives.

• Bans sale of hemp products containing chemically derived cannabinoids (including THC-O, HHC, and THCP) or delta-8 THC; allows CBD and CBG products meeting THC limits.

• Grants the Agriculture Commissioner authority to adopt rules, issue subpoenas, impose cease and desist orders, and seek court injunctions to enforce hemp regulations.

• Establishes civil enforcement remedies including civil penalties up to $5,000 per violation, receiver appointments to recover assets from violators, and allows recovery of attorney's fees and investigation costs.
