Amends North Dakota Century Code sections relating to the physician health program, which detects, intervenes, and monitors licensees with impairment conditions including substance abuse or mental illness.

Adds students in medical doctor and physician assistant programs to the definition of individuals who may be referred to the program, expanding coverage beyond licensed physicians.

Requires the physician health program to report immediately to the board or governing institution when an impaired licensee or student poses imminent danger to the public.

Establishes that participants may obtain a second opinion review of the program's recommendations regarding assessment, monitoring, or treatment.

Clarifies confidentiality protections for physician health program records, allowing disclosure only when reasonably necessary for intervention, rehabilitation, or support services, or when requested by the board for disciplinary action or noncompliance issues.
