Amends North Dakota Century Code sections 4.1-31-01 and 4.1-31-16 to clarify definitions and licensing requirements for meat processing establishments.

Defines "custom exempt establishment" as an operation where slaughter and processing activities are done as a service for only the owner of the animal, with meat returned to the owner for personal use.

Defines "official establishment" as an establishment where state inspection of livestock or poultry slaughter or meat processing for human consumption is maintained, excluding federal inspection facilities and custom exempt establishments.

Requires persons operating as meat brokers, renderers, animal food manufacturers, wholesalers, warehouse operators, or buyers/sellers of dead or diseased animals to obtain a license from the commissioner.

Sets uniform license fee of twenty-five dollars for official establishments, custom exempt establishments, and all other establishments or entities required to be licensed under the chapter.
