Authorizes the Department of Health and Human Services to require fingerprint-based criminal history record checks for job applicants, current employees, and individuals being investigated by the department.

Extends criminal history background check authority to applicants for registration as designated caregivers or compassion center agents under the medical marijuana program.

Amends definitions in the medical marijuana chapter to add "Agent" (an individual authorized to act on behalf of a compassion center) and "Manager" (individual administering day-to-day operations of a compassion center).

Updates Section 23-01-08.1 to clarify that criminal history record checks apply to final applicants and current employees as designated by the state health officer.
