Makes it unlawful for penitentiary inmates to willfully manufacture, possess, or use wireless electronic communications devices on any premises under control of the Department of Corrections and Rehabilitation, except as authorized by the department for law enforcement purposes.

Makes it unlawful for any person to willfully deliver or possess with intent to deliver a wireless electronic communications device to a penitentiary inmate, or to allow an inmate to possess or use such a device, except as authorized by the department for law enforcement purposes.

Classifies violations of these prohibitions as a class C felony.
