Amends North Dakota Century Code sections 55-08-05, 55-08-06, and 55-08-07 relating to state parks and recreation area fees and charges.

Removes the requirement that entrance fees to pageant grounds be charged, eliminating that as a separate fee category.

Increases the first annual motor vehicle permit fee from $35 to an amount to be established by the director, and changes the second annual permit discount from $20 to 25% off (unless other discounts or package fees apply).

Authorizes short-term permits for 3 days or less at a fee established by the director (previously capped at $7 maximum).

Repeals section 55-08-14.1 of the North Dakota Century Code relating to leadership and facility grants.
