Requires agencies to consult with the attorney general's office and office of management and budget before making such purchases to determine the purchase poses no reasonable risk of loss that cannot be limited.

Defines routine or standardized products as commercially available products to the public that do not exceed one thousand dollars in cost.

Applies consideration of data and system security when evaluating the product's intended use and associated risks.
