Department of Transportation may issue vehicle certificates of title in either paper or electronic form instead of paper only.

Certificate of title must contain owner's name, vehicle identification number, director's signature, issue date, vehicle description, and statement of title with all liens and encumbrances.

Forms for assignment of title and notation of liens must be made available on the reverse side of paper certificates or electronically for electronic certificates.

Department may not issue certificates of title for manufactured homes with a recorded affidavit of affixation under section 47-10-27.
