Creates the flexible transportation fund in the state treasury, funded by eligible federal or state funding and contributed private funds.

Authorizes the Department of Transportation director to use fund moneys for providing federal funding matches, state-funded road and bridge construction and maintenance on the state highway system, and transportation support costs including staffing, facilities, and operational expenditures.

Allows the director to establish terms and provisions for state-funded road and bridge construction and maintenance activities off the state highway system using fund moneys.

Requires investment earnings from the fund to be credited back to the flexible transportation fund, and mandates the director to monthly transmit all collected moneys to the state treasurer for transfer and crediting to the fund.
