Adds definition of "alternative to discipline" as a voluntary program for nurses with substance use disorders, behavioral health conditions, or medical health conditions as an alternative to traditional discipline.

Authorizes the North Dakota Board of Nursing to adopt and enforce rules establishing an alternative to discipline program for licensed nurses.

Designates alternative to discipline program records, including participant identities, as exempt records under North Dakota's public records law, with limited exceptions for public health and safety or court orders.

Board may disclose program records when necessary to protect public health, safety, and welfare, when ordered by court, or at the board's discretion.
