Allows abandoned motor vehicles valued at no more than $1,000 with missing vital component parts and unidentifiable owners to be immediately disposed of by permitted scrap iron processors without notification or reclamation periods.

Modifies notice requirements to allow units of government to post abandoned vehicle notices on official websites for a minimum of 30 days as an alternative to newspaper publication.

Replaces the term "licensed" with "permitted" throughout to align with the department of environmental quality's permit-based regulatory system for scrap iron processors.

Authorizes the department to remove submerged vehicles immediately if owners cannot be identified, or after 30 days if owners are identified but refuse removal, with potential cost reimbursement from owners; declares the act an emergency measure.
