Amends the student loan repayment program to add "behavioral health professional" as a new eligible category, defined as licensed addiction counselors, licensed professional counselors, licensed social workers, registered nurses, specialty practice registered nurses, and licensed behavior analysts.

Sets behavioral health professional loan repayment limits at $4,000 per year, not to exceed $20,000 over five years, with matching funds required at 10 percent of the amount.

Reduces the maximum participation period in the program from five years to three years for all professionals.

Appropriates $377,600 from the general fund and $510,400 from the community health trust fund to the Department of Health and Human Services for administering the behavioral health loan repayment program through June 30, 2025.

Requires the Department of Health and Human Services to collaborate with the North Dakota University System Office regarding selection of psychiatric registered nurse students applying for the program.
