• Creates new requirement for voters to provide satisfactory proof of citizenship (birth certificate, passport, naturalization documents, tribal enrollment number, or driver's license indicating citizenship status) before receiving a ballot.

• Allows voters without identification to cast provisional ballots if they provide proof of citizenship, with ballots held in sealed envelopes until citizenship can be verified by the 13th day after election.

• Requires North Dakota nondriver photo identification cards and operator's licenses issued to noncitizens to be visually distinguishable from cards issued to citizens.

• Mandates written notice to noncitizens holding identification cards informing them to update their citizenship status with the Department of Transportation within 45 days of naturalization.
