Legislative management shall conduct a study during the 2023-24 interim to determine steps necessary for dissolving the Comprehensive Health Association of North Dakota under chapter 26.1-08

Study must analyze current enrollees and transition options including Affordable Care Act plans, Medicaid programs, and public employees retirement system plans

Study must include a process to stop new enrollment into the Comprehensive Health Association of North Dakota immediately and transition all major medical plans by plan year 2024

Legislative management shall consult with the insurance commissioner, department of health and human services, board of the comprehensive health association, and public employees retirement system during the study

Findings, recommendations, and any required legislation shall be reported to the sixty-ninth legislative assembly
