Replaces the speaker of the house of representatives with the chairman of legislative management, or an appointed member of the legislative assembly, as presiding officer of the children's cabinet.

Replaces the president pro tempore of the senate with one house member and one senate member appointed by the chairman of legislative management, with one serving on the education standing committee and one on the human services standing committee.

Maintains all other cabinet members including the governor, chief justice, superintendent of public instruction, tribal representative, and four community representatives appointed by the governor to two-year terms.

Preserves the cabinet's duties to coordinate leadership across government branches and tribal nations, develop strategies for child services, and engage public and private service providers.

Requires the department to provide staffing and administrative services to the cabinet, which shall meet at least quarterly.
