Creates new telehealth coverage requirements for North Dakota public employees retirement system health benefits, requiring same coverage and reimbursement rates for telehealth services as in-person delivery.

Defines telehealth to include real-time video conferencing, store-and-forward technology, synchronous interactions, audio-only communication in certain circumstances, and telemonitoring services meeting specified medical and patient capability requirements.

Requires equal reimbursement rates for behavioral health services delivered via telehealth as in-person services, and covers audio-only behavioral health services during patient-initiated emergencies without requiring scheduled appointments.

Allows deductibles, copayments, coinsurance, prior authorization, and utilization reviews for telehealth services only if same requirements apply to in-person services.

Applies to public employee health benefits coverage beginning after June 30, 2023, expires July 31, 2025, and requires public employees retirement system to report to legislature on implementation and costs.
