Creates a state energy research center at the University of North Dakota Energy and Environmental Research Center to conduct exploratory, transformational, and innovative research on energy opportunities and clean energy technologies.

Center may select research topics, enter contracts with other North Dakota institutions and federal/private/nonprofit organizations, and accept donations and grants to support research activities.

Requires the center to submit annual reports on research activities and accomplishments to the interim legislative energy development and transmission committee, industrial commission, and appropriations committees upon request.

Prohibits the center from conducting research or pursuing projects involving exploration, storage, treatment, or disposal of high-level radioactive waste in North Dakota.

Increases the state energy research center fund cap from $5.5 million to $7.5 million per biennium, funded by one percent of oil and gas gross production tax and oil extraction tax revenues deposited monthly, effective through June 30, 2029.
