Amends North Dakota Century Code section 16.1-06-09 to require ballot language for constitutional amendments and ballot measures be written in plain, clear, understandable language using words with common, everyday meaning.

Requires the secretary of state in consultation with the attorney general to prepare concise summaries when measures are too long to print in full, along with estimated fiscal impact statements and explanations of the effect of affirmative or negative votes.

Mandates that all explanatory statements on ballots be written in plain, clear, understandable language using words with common, everyday meaning.

Maintains existing requirements for grouping and classifying measures on ballots as constitutional measures, initiated statutes, or referred statutes, with measures submitted by the legislature placed first within their classification.
