Amends sections 50-33-02 and 50-33-07 of the North Dakota Century Code relating to child care assistance program administration and eligibility requirements.

Requires the application form to provide streamlined coordination with the supplemental nutrition assistance program and medical assistance, and allows eligibility to begin retroactively to the prior month if requested and demonstrated.

Mandates annual adjustment of the sliding fee schedule using market study and cost study data to increase benefits by no more than 10 percent and no less than 5 percent each year.

Allocates $500,000 to advertise the child care assistance program and provide sign-up assistance to increase awareness and enrollment.

Directs the department to simplify the client application and provider payment processes during the 2023-24 interim and to use temporary assistance for needy families funding to reimburse 100 percent of child care costs for all children in legal custody.
