Adds physical therapists to the list of qualified health care professionals authorized to sign statements supporting applications for mobility-impaired parking certificates in North Dakota, joining physicians, physician assistants, chiropractors, and advanced practice registered nurses.

Requires the health care professional's statement to describe how the applicant's impairment limits their mobility and daily life functions.

Establishes a minimum fine of one hundred dollars for any health care professional who provides a false statement that an individual is mobility impaired for the purpose of obtaining a certificate.

Maintains existing certificate requirements including validity periods not exceeding three years, certificate dimensions of 9.5 inches by 3 inches with blue and white internationally accepted access symbol, and temporary certificate options valid for up to three months at three dollars per certificate.
