Adds a new category of family leave allowing employees to care for children, spouses, or parents who are covered service members or veterans with serious injuries or illnesses, limited to 26 workweeks per 12-month period and once per service member or veteran per injury or illness.

Requires employees to give employers advance notice of planned care or treatment for serious health conditions, with a reasonable effort to schedule leave to minimize disruption to employer operations.

Permits employers to require health care provider certification for family leave related to serious health conditions, limited to verification that a condition exists, its commencement date, probable duration, and relevant medical facts.

Adds requirement that employees reasonably consider employer needs when scheduling family leave or using other leave provisions.

Updates notice requirements to include reference to military service member and veteran leave provisions alongside existing leave categories.
