Appropriates $500,000 from the general fund to the department of public instruction for North Dakota governor's schools during the biennium July 1, 2023 to June 30, 2025.

Governor's schools shall be conducted once each summer, alternating annually between North Dakota State University and University of North Dakota.

Grants awarded at an average cost of $5,000 per student per year, not to exceed $250,000 to each university for each year of the biennium.

Programs must focus on science, technology, engineering, mathematics, energy law, mental health, education, and health sciences.

Funds may only be used for student on-campus expenses including housing, dining, resident assistants, program directors, instructors, and faculty research sponsors; department shall name codirectors at each university to ensure collaboration.
