Expands the definition of "veteran" to include current and former members of the national guard or reserve who have been discharged under other than dishonorable conditions, in addition to those with federal active duty service.

Makes surviving spouses of veterans eligible for loans from the veterans' aid fund if the spouse has not remarried, and clarifies this eligibility in both the revolving fund and general purpose sections.

Permits qualified applicants to receive multiple loans from the veterans' aid fund as long as the total amount of all loans does not exceed five thousand dollars.

Authorizes the department to collect loans from individuals who have the financial means to repay but deliberately refuse to do so.
