Nonprofit entities constructing or rehabilitating single-family dwellings that will be given to or sold below appraised value to low-income persons are exempt from paying license and renewal fees to the Secretary of State.

Amends section 43-07-08 to clarify existing contractor licensing exceptions for government representatives and entities furnishing products not incorporated into real property.

Changes grammatical language in the exceptions section from "who" to "that" and "which" to "that" for consistency.

Passed the Senate 43-2 with 2 absent and the House 90-0 with 4 absent during the 2023 regular session.
