Transfers oversight of the state fire marshal from the attorney general to the insurance commissioner, including supervision, budget approval, and administrative operations.

Modifies arson investigation procedures to require the state fire marshal to report suspected arson cases to the bureau of criminal investigation rather than directly to county state's attorneys.

Changes inspection fee deposits from the attorney general's budget to the insurance regulatory trust fund, and redirects fire and tornado fund fees and petroleum release compensation fund fees to the insurance regulatory trust fund.

Establishes a fixed annual payment of $1.2 million from the insurance regulatory trust fund to the North Dakota firefighter's association, replacing variable legislative appropriations.

Provides a continuing appropriation for insurance commissioner to disburse funds to certified city and rural fire departments and fire protection districts based on insurance premium collections.
