Amends section 44-04-18.3 to make the identity and contact information of law enforcement officers involved in critical incidents (officer-involved shootings, motor vehicle collisions resulting in death or serious bodily injury, or other on-duty incidents causing death or serious bodily injury) confidential until internal investigations are complete.

Creates a new subsection to section 44-04-18.7 making a criminal defendant's home address and telephone number confidential records while the case is pending trial or appeal.

Permits sharing of defendant contact information among law enforcement and government agencies for official business, and allows disclosure of the defendant's city and state of residence.

Allows defendants to authorize written disclosure of their home address and telephone number.

Maintains existing confidentiality protections for undercover law enforcement officers, confidential informants, and personnel records of corrections and law enforcement employees.
