Amends disability benefits reinstatement requirements to require injured employees to prove they have not retired or voluntarily withdrawn from the job market, in addition to proving significant medical change and actual wage loss.

Modifies retirement presumption rules to clarify that employees receiving Social Security retirement benefits or reaching retirement age are considered retired and ineligible for disability benefits, though they remain eligible for medical and permanent partial impairment benefits.

Establishes that injured employees who receive discontinued disability benefits before retirement may reapply for benefits after retirement only if they are actively seeking employment, available for work, have not rejected job offers, and have not notified their employer of a scheduled retirement date.

Repeals sections 65-05-09.4 and 65-05-09.5 of the North Dakota Century Code relating to workers' compensation additional benefits payable.

Applies all changes retroactively to all workers' compensation claims regardless of the date of injury.
