Increases health council membership from nine to twelve members, with seven positions appointed by the state health officer from specific statewide entities representing pharmacists, physicians, hospitals, public health unit administrators, nurses, long-term care facilities, and dietitians.

Adds five members with specific institutional appointments: tribal health (Indian Affairs Commission), University of North Dakota School of Medicine and Health Sciences (dean), University of North Dakota (president), North Dakota State University (president), and one local health officer (state health officer).

Changes council duties from establishing standards to collaborating and advising on establishment of standards for public health, hospitals, and related medical institutions.

Expands council responsibilities to include informing the governor and legislature on public health issues, monitoring the state public health strategic plan, and advocating for evidence-based practices.

Maintains per diem compensation at legislative assembly rates and mileage/travel expenses, with exclusion for state employees receiving salary or other compensation.
