Requires annual audits of all loan programs and funds administered by the Bank of North Dakota, conducted by the state auditor or an independent certified public accounting firm.

Allows audits of separate Bank programs and funds to be combined into one comprehensive audit if cost savings and efficiencies are achieved.

Authorizes the state auditor to conduct performance audits of the Bank and its programs, with audit costs paid by the Bank.

Establishes that audit costs for individual loan funds must be paid from those respective funds.

Applies annual audit requirements to approximately 11 specific Bank loan programs including agriculture diversification, beginning farmer loans, water infrastructure, and school construction assistance funds.
