• License transfer of mobile home parks, recreational vehicle parks, and campgrounds requires owners to provide department with names, addresses, and phone numbers of managers and individuals with more than 20% ownership annually, with civil penalties up to $5,000 for violations assessed 30 days after notice of noncompliance.

• Department may suspend (rather than only revoke) licenses for mobile home parks, recreational vehicle parks, and campgrounds for non-compliance with regulations, with written notice and reasonable time for correction before disciplinary action.

• Small claims court jurisdiction expanded to include tenants' claims for civil damages under mobile home park tenant protection provisions (Section 47-10-28), with venue in the county where the mobile home park is located.

• Mobile home park owners must provide tenants with written notice of ownership changes within five business days, including contact information for park managers and designated decision-makers, plus copies of lease terms within ten business days of written request.

• Civil penalties for violations increased to not less than $2,500 but not exceeding $10,000 or actual damages (whichever is greater), plus actual attorney's fees and costs; license suspension assessed at half of total monthly rent divided by days in month for each day of suspension.
