Replaces flat compensation structure with daily rate: soil conservation district board members receive at least $75 per day but not more than the legislative assembly member rate under section 54-03-20.

Provides meals and lodging allowance at the rate set in section 44-08-04 for board members performing duties.

Establishes mileage and travel expenses at the rate set in section 54-06-09 for board members.

Requires all compensation and expenses to be paid from district funds.
