Creates chapter 15-10.6 of North Dakota Century Code establishing definitions and prohibitions on "specified concepts" at state institutions of higher education.

Defines "specified concepts" to include teachings that one race or sex is superior/inferior to another, that individuals are inherently privileged or oppressive based on race or sex, or that meritocracy is inherently racist or sexist.

Prohibits institutions from penalizing students or employees for refusing to support or oppose specified concepts, from requiring endorsement of specific ideologies for hiring, tenure, promotion, or graduation, or from mandatory noncredit training containing specified concepts.

Prohibits using state funds to incentivize faculty to incorporate specified concepts into academic curriculum beyond regular salary.

Exempts from restrictions the teaching of federal or state nondiscrimination requirements, academic freedom in research and publication, answering questions about specified concepts without endorsing them, and First Amendment protected speech.
