North Dakota SB 2254 Summary

• Superintendent of public instruction must intervene directly in schools and districts identified as chronically low-performing based on auditing, monitoring, or state comprehensive support and improvement designations under federal Every Student Succeeds Act.

• Superintendent shall conduct assessment and review of past interventions to develop improvement plans that may include holding funds in escrow, requiring curriculum or instructional changes, or reassigning or hiring staff.

• Chronically low-performing schools and districts must enter memoranda of understanding with the department of public instruction and complete school board leadership programs as required.

• Superintendent shall report annually to the state board of public school education, education standing committees during legislative sessions, and interim legislative committees on implementation of these provisions.

• Act is declared an emergency measure.
