Increases local public health unit representatives on the onsite wastewater recycling technical committee from three to four, with appointees selected by the governor from lists forwarded by local public health units.

Maintains four installer positions on the committee appointed by the governor from lists provided by professional onsite wastewater recycling associations.

Replaces the position of one licensed environmental health practitioner with one representative from the department of environmental quality appointed by the department director.
