Executive director of the Department of Health and Human Services must be appointed by the governor and confirmed by the senate, rather than serving solely at the governor's pleasure.

Executive director holds office for a four-year term commencing on the first day of July following a national presidential election, and serves until a successor is appointed, confirmed, and qualified.

Governor may make interim appointments when the senate is not in session, with the interim appointee holding office until the senate confirms or rejects the appointment.

Governor may remove the executive director only if they fail to faithfully discharge their duties of office.

Governor must make an interim appointment of the executive director effective upon this Act's enactment for the unexpired portion of the current four-year term.
