Requires applicants to mail notice of filing to owners of record within 30 days after the commission serves notice of a complete application for electric transmission facility permits (section 49-22-08.1).

Defines "owner of record" as the owner identified by the county treasurer to receive the real estate tax statement for all landowner notification provisions.

Allows utilities to file combined applications for certificates and permits with a single mailing to landowners instead of separate mailings (sections 49-22-08.2 and 49-22.1-08).

Applies same 30-day landowner notification requirements to gas or liquid transmission facility permits and certificates (sections 49-22.1-06 and 49-22.1-07).

Requires applicant statements in permit applications describing how utilities will inform affected landowners of easement acquisition, conditions, restrictions, and compensation (sections 49-22-08.1 and 49-22.1-07).
