Increases the geographic membership radius for credit unions from seventy-five miles to one-hundred-twenty-five miles from the home office.

Increases the maximum distance a credit union office with geography-based membership can be located from the main office from seventy-five miles to one-hundred-twenty-five miles.

Exempts credit union office locations and field of membership expansions approved by the board before January 1, 2005 from the distance restrictions.

Prohibits establishment of new branch offices outside a credit union's field of membership after December 31, 2004, and prevents branch offices from expanding the geographic field of membership.

Requires the board to adopt procedures allowing interested persons, banking institutions, and credit unions to submit data, request hearings, and intervene in proceedings regarding proposed credit union field of membership expansions.
