Appropriates $2,000,000 from the general fund to the Department of Health and Human Services for a youth at risk support services pilot program for the biennium July 1, 2023 through June 30, 2025.

Funding is designated as one-time and requires the grant recipient to provide a facility offering shelter, support, treatment, and services for youth at risk of suicide, mental illness, disability, addiction, institutionalization, incarceration, homelessness, or serious negative health outcomes.

Grant recipient must develop plans to increase independence and successful living of youth at risk and provide one dollar of matching funds for every two dollars of grant funds received.

Grant recipient must report on practices supporting wellness and independent living skills, services serving the largest number and diversity of youth, community demographics, state and local government and private funding utilized, and recommendations for continuing or expanding the program.

Exempts the grant selection, award, and payments from the requirements of North Dakota Century Code chapter 54-44.4.
