Amends North Dakota Century Code section 25-02-03 to redefine the state hospital's mission from serving "mentally ill" persons including those with drug addiction or alcoholism to serving "individuals with mental illness"

Restricts state hospital services to individuals with mental illness who have been sentenced by a court and require forensic psychiatric or substance use disorder services, or need a forensic psychiatric evaluation to determine competency to stand trial

Maintains the state hospital's role as one component of North Dakota's mental health delivery system serving as a resource to community-based treatment programs

Requires the state hospital to provide food, shelter, treatment, and support to eligible individuals with mental illness to restore mental health or alleviate illness and suffering

Defines "court" for purposes of this section to mean the same as provided under section 12.1-01-04 of the North Dakota Century Code
