Creates a charitable gaming technology fund in the state treasury to be administered by the North Dakota attorney general on a continuing appropriation basis.

Increases charitable gaming license fees from $150 to $175 per city or county, with $25 of each fee deposited into the charitable gaming technology fund.

Requires portions of manufacturer and distributor license fees to be deposited into the charitable gaming technology fund: $1,500 from pull tab and bingo card manufacturers, $500 from paper pull tab dispensing device manufacturers, $500 from electronic raffle system manufacturers, and $500 from distributors.

Authorizes the charitable gaming technology fund to be used only for contracting, purchasing, and maintaining equipment and software for a charitable gaming technology system, training employees, and updating the system.

Transfers $400,000 from the charitable gaming operating fund to the charitable gaming technology fund during the 2023-2025 biennium, with the transfer to be completed by June 30, 2024.
