Amends North Dakota Century Code section 54-35-18 to modify the composition and duties of the energy development and transmission committee appointed during each biennium by legislative management.

Committee membership consists of six house members (four majority party, two minority party) and six senate members (four majority party, two minority party), with the legislative management chairman designating the committee chairman.

Committee shall develop a comprehensive statewide energy policy supporting long-term energy opportunities while resolving conflicts and developing synergy between energy and agriculture programs.

Committee shall study the impact of comprehensive energy policy and development of all facets of the energy industry from raw resource extraction through final product sales in North Dakota, other states, and other countries.

Committee may review and recommend policies affecting extraction, generation, processing, transmission, transportation, marketing, distribution, and use of energy.
