Appropriates $3,000,000 from the strategic investment and improvements fund to the agriculture commissioner for grasslands grazing grants during the biennium July 1, 2023, through June 30, 2025.

Requires grant recipients to provide one dollar of matching funds from nonstate sources for every four dollars of grant funding received.

Eligible infrastructure projects funded through cooperative grazing associations must be located on national grasslands and include water development, fencing, conservation initiatives, federal permitting compliance, wildlife habitat enhancement, carbon capture, or grassland health improvements.

Program participants must develop and implement a grazing land plan approved by the local soil conservation district and compliant with district guidance.

Exempts $5,000,000 previously appropriated for grasslands grazing grants under 2021 Session Laws from lapsing and allows those funds to continue into the July 1, 2023 through June 30, 2025 biennium.
