Amends election offense provisions to add "cause a disturbance" or "breach the peace" language to the prohibition against obstructing qualified electors or election board members at polling places.

Expands who may serve as election observers by removing the blanket exclusion of candidates and allowing any individual except a candidate whose name appears on the ballot at that specific voting location to observe elections.

Election observers must wear identification badges showing their name and organization, cannot wear campaign materials, and cannot interfere with voters or election officials.

Maintains existing criminal penalties: class A misdemeanor for violations of certain election offenses (including disruption at polling places) and class C felony for ballot fraud, voting multiple times, and related violations.

Convicted organizations face revocation of their certificate of authority to do business for one year (misdemeanor conviction) or five years (felony conviction), and cannot reapply under any name during that period.
