Director may issue annual special allocation hunting licenses to eligible organizations for up to two elk licenses (not exceeding 2% of general lottery allocation), two moose licenses (not exceeding 2% of general lottery allocation), two antelope licenses (not exceeding 2% of previous season's general lottery allocation), and ten white-tailed deer licenses.

Eligible organizations may apply annually for up to two special allocation hunting licenses, with director using lottery to award available licenses if applications exceed availability.

Organizations conducting raffles or auctions for licenses must comply with director rules and submit required reports; individuals receiving elk or moose licenses through this program are ineligible for general lottery licenses that year.

Individuals convicted of illegally taking moose, elk, or bighorn sheep are ineligible to apply for or receive licenses under this section.

Eligible organizations must be 501(c)(3) or 501(c)(19) tax-exempt nonprofits in good standing with the secretary of state and must contribute at least 10% of net raffle proceeds to director-approved conservation projects in North Dakota.
