Amends North Dakota Century Code to create two tiers of lifetime complimentary licenses for certified hunter education volunteer instructors who have served 30 years in active status.

Resident instructors receive a complimentary resident certificate and combination license.

Nonresident instructors receive a complimentary composite of nonresident licenses including certificate, fishing license, general game and habitat license, small game license, statewide waterfowl license, spring white goose license, furbearer and nongame license, and reciprocal trapping license.

Licenses are valid for the lifetime of the instructor and must be revoked if the holder is convicted of a felony or violates any provision of hunting and fishing law.
