Increases the recordkeeping threshold for scrap metal purchases from $25 to $50 and requires written ownership evidence or signed statement of ownership for detached used catalytic converters.

Requires scrap metal dealers to register with the North Dakota Attorney General and maintain a fixed business premises; prohibits unregistered persons from purchasing or advertising the purchase of detached used catalytic converters.

Prohibits cash payments for scrap metal purchases over $1,000 or catalytic converter purchases over $100; requires payment by check or electronic transfer.

Creates new offense of catalytic converter theft with penalties ranging from Class B misdemeanor (under $200 replacement value) to Class C felony ($1,000 or more replacement value or third or subsequent offense).

Increases penalties for scrap metal dealers willfully purchasing stolen property that includes a detached catalytic converter to Class C felony, and makes failure to comply with catalytic converter requirements a Class B misdemeanor.
