Amends North Dakota Century Code sections 23.1-15-01 and 23.1-15-05 regarding notice procedures for abandoned motor vehicles and law enforcement notification requirements.

Clarifies that antique automobiles, parts cars, and special interest vehicles are exempt from abandoned vehicle classification and defines "secured party" as an insurer covering the abandoned motor vehicle under an insurance policy.

Requires commercial towing services to notify the appropriate law enforcement agency within 12 hours after towing an abandoned motor vehicle, including license plate number, tow locations, towing service contact information, and vehicle description.

Imposes penalties on commercial towing services that fail to notify law enforcement within 12 hours: they cannot collect storage fees and must return the vehicle to the registered owner at no cost.

Extends notification and law enforcement reporting requirements to emergency towing situations involving motor vehicle accidents, mechanical breakdowns on public roadways, or other emergency-related incidents.
