Establishes a child care stabilization program under the Department of Human Services to address child care workforce shortages through monthly payments to licensed early childhood services providers.

Calculates monthly payments based on the number of children served: $50 per child ages birth to under 3 years, $35 per child ages 3 to under 6 years, and $25 per child ages 6 to under 13 years.

Provides an additional monthly payment of 25 percent of the total calculated payment to providers meeting the highest level in a voluntary quality improvement process.

Requires providers receiving funding to report annually on how the funding was used to directly address child care worker wages and benefits.

Discontinues program payments if a provider operates under a provisional license for longer than three months.
