Public Finance Authority authorized to issue up to $126,000,000 in bonds with a maximum term of 20 years for infrastructure projects during the biennium July 1, 2023 through June 30, 2025.

$55,000,000 allocated to the Office of Management and Budget for renovating and constructing an addition to the Liberty Memorial Building to serve as a new Supreme Court building, with design overseen by a seven-member committee including the Chief Justice, legislative leaders, the Governor, and two Chief Justice appointees.

$71,000,000 allocated to the Adjutant General for military infrastructure projects: $26,000,000 for Williston armory, $20,000,000 for military museum, $10,000,000 for Dickinson readiness center, $9,000,000 for Camp Grafton fitness facility, and $6,000,000 for Camp Grafton training center billets.

Supreme Court building construction cannot begin until the oversight committee approves the design by majority vote, and the Chief Justice must approve the courtroom, work areas, and office designs.

All funding is designated as one-time funding and the Public Finance Authority may issue bond anticipation notes or borrow from the Bank of North Dakota prior to bond issuance.
