Amends absentee and mail ballot application procedures to allow individuals with disabilities preventing travel from having another qualified elector sign their application to certify their qualifications.

Modifies ballot application forms to require applicant's date of birth, identification number from valid ID, long-term care certificate, and supplemental identification as needed under section 16.1-01-04.1.

Allows applicants to provide facsimile number or electronic mail address if they wish to access ballots by electronic means.

Updates early voting precinct requirements to comply with specified election code chapters, removing reference to mail ballot precinct procedures.

Repeals Chapter 16.1-11.1 of the North Dakota Century Code related to mail ballot elections and removes mail ballot precinct references from canvass report procedures.
